ADVERTISEMENT FOR BID: HUNTSVILLE-MADISON COUNTY AIRPORT AUTHORITY TAXIWAY ECHO REHABILITATION PROJECT
Huntsville-Madison County Airport Authority is requesting separate sealed proposals for the furnishing of all labor, materials, equipment and services for the TAXIWAY ECHO REHABILITATION PROJECT at Huntsville International Airport, located in Huntsville, Alabama. Bids will be received by the Huntsville-Madison County Airport Authority at its Administrative Offices until 2:00 P.M. on July 2, 2019, at which time and place they will be publicly opened and read aloud. The Administrative Offices are located on the second floor of the terminal building, above baggage claim, at the Huntsville International Airport, 1000 Glenn Hearn Boulevard, Huntsville, Alabama 35824. All bids must be sealed and marked in the lower left-hand corner “Sealed Bid – HMCAA TAXIWAY ECHO REHABILITATION PROJECT” with the opening time and date. Bidder must be an Alabama General Contractor licensed by the State Licensing Board for General Contractors for Alabama pursuant to Alabama Code Section 34-8-1, et seq. Only bids of such Contractors who are licensed prior to the date of bid opening will be considered. Bidder must place his/her current license number on the outside of his/her sealed bid or otherwise Bidder’s bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. Pre-qualification of bidders is not required.

The TAXIWAY ECHO REHABILITATION PROJECT will consist of the following:
Base Bid – Mill & overlay of existing Taxiway E and connector Taxiways E1 through E4 and E6 through E8. The section of Taxiway E between Taxiways E8 and E9 will involve full depth reconstruction of the pavement.
Alternate 1 – Replacement of the existing electrical equipment within the same work area of the Base Bid. Generally the work will consist of the removal and replacement of existing taxiway edge lights, light cans, and guidance signs as well as installation of new homerun circuits for the affected circuits.
Alternate 2 – Demolition/relocation of existing connector Taxiways E2 and E3 between Taxiway E and the GA Ramp. Work will include electrical features required for the new taxiway alignments.
Alternate 3 – Pavement rehabilitation/preservation work for pavements located in the general vicinity of Taxiway E. Work will include routing/sealing cracks, application of fog seal/rejuvenation, and miscellaneous restriping.
All work is to be performed per current FAA Standard Specifications for Construction of Airports (AC 150/5370-10H).
There will be a pre-bid conference held at 10:00 A.M. on June 11, 2019, in the Administrative Offices, which are located on the second floor of the terminal building, above baggage claim, at the Huntsville International Airport, 1000 Glenn Hearn Boulevard, Huntsville, Alabama 35824. Attendance at the meeting is highly recommended. Meeting is highly recommended for both general contractors and major sub-contractors.
Each bid shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total contract amount, as shown on the schedule of prices, which shall be made payable to Huntsville-Madison County Airport Authority and shall be subject to the conditions set forth in the bid documents. A performance bond in the amount of one hundred percent (100%) of the contract price and a labor and material payment bond in the amount of one hundred percent (100%) of the contract price will be required.
This project is anticipated to be financed through a grant from the Federal Aviation Administration (FAA) and will be subject to all requirements of the FAA as of the time the contract is awarded, including the federally required contract clauses to be made part of the contract documents for the Project. Contractors and subcontractors working on this Project will be required to use E-Verify to electronically verify the employment eligibility of their employees. Award is contingent upon the availability of Federal funds. This Project is also subject to compliance with the Alabama Immigration Act.
The Huntsville-Madison County Airport Authority reserves the right to waive any informalities, technicalities or irregularities in the bids received, to reject any or all bids, and to enter into negotiations with the lowest responsive bidder. Attention of bidders is particularly called to the requirements of the Federal Aviation Administration, which pertain to this project, and to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. No bidder may withdraw his bid within 90 days after the actual date of bid opening.
