The Huntsville–Madison County Airport Authority is requesting separate sealed proposals for the furnishing of all labor, materials, equipment and services for the HMCAA Irrigation Improvements Project (“Project”) at the Huntsville International Airport Authority, located in Huntsville, AL.
Bids will be received by the Huntsville-Madison County Airport Authority, at its Administrative Offices until 2:00 p.m., on August 8th 2019, at which time and place they will be publicly opened and read aloud. The Administrative Offices are located on the second floor of the terminal building, above baggage claim, at the Huntsville International Airport, 1000 Glenn Hearn Boulevard, Huntsville, Alabama 35824. All bids must be sealed and marked in the lower left-hand corner “Sealed Bid – HMCAA IRRIGATION IMPROVEMENTS PROJECT” with the opening time and date. Bidder must be an Alabama General Contractor licensed by the State Licensing Board for General Contractors for Alabama pursuant to Alabama Code Section 34-8-1, et seq.. Only bids of such Contractors who are licensed prior to the date of bid opening will be considered. Bidder must place his/her current license number on the outside of his/her sealed bid or otherwise Bidder’s bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. Pre-qualification of bidders is not required.
There will be a pre-bid conference held at 10:30 a.m., on July 18th, 2019, in the 2nd Floor Conference Room of the HMCAA Engineering & Facilities Building, 104 Facility Way, Huntsville, Alabama 35824. Attendance at the pre-bid conference is not mandatory, but is highly recommended. Meeting attendance is highly recommended for both general contractors and major sub-contractors.

If the Proposer requests a hard copy of the plans, specifications and contract documents, the cost will be $100. Any and all questions related to contract documents shall be directed to S&ME, Inc. in writing at the aforementioned address.
The Irrigation Improvements Project will be for the renovation of the existing irrigation systems that are located in the areas of Glenn Hearn Boulevard from James Record Road to the Terminal (Terminal Grounds); the west side of Wall Triana Highway from James Record Road to HMCAA Intermodal Entrance; HMCAA Intermodal Entrance; Jetplex Industrial Park entrance, Wall Triana Highway/Beadle Lane intersection and replacement of irrigation controllers in remote locations where applicable for connection into the Baseline Irrigation Management system.
The Irrigation Contractor shall have been in business as an irrigation installer for a minimum five years and installed 3 irrigation projects of similar size and complexity in the last eight years. The Irrigation Contractor shall submit their 3 similar size project references with client information and written approval of satisfaction. The irrigation contractor shall be approved and in good standing as a certified Baseline installer (before the submittal of the bid). During irrigation installation, the representative for the Irrigation Contractor shall be on site at all times and a Baseline certified installer.
Each bid shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total contract amount, as shown on the schedule of prices, which shall be made payable to Huntsville-Madison County Airport Authority and shall be subject to the conditions set forth in the bid documents. A performance bond in the amount of one hundred percent (100%) of the contract price and a labor and material payment bond in the amount of one hundred percent (100%) of the contract price will be required.
The Huntsville-Madison County Airport Authority reserves the right to waive any informalities, technicalities or irregularities in the bids received, to reject any or all bids, and to enter into negotiations with the lowest responsive bidder. No bidder may withdraw his bid within 90 days after the actual date of bid opening.
