Huntsville-Madison County Airport Authority is requesting separate sealed proposals for the furnishing of all labor, materials, equipment and services for the Runway 18R-36L Rehabilitation Project at Huntsville International Airport, located in Huntsville, Alabama. Bids will be received by the Huntsville-Madison County Airport Authority at the Engineering and Facilities Building at the Huntsville International Airport, 104 Facility Way, Huntsville Alabama 35824 until 2:00 pm, June 11, 2020, at which time they will be publicly opened and read aloud in the Second Floor Conference Room of said building. All bids must be sealed and marked in the lower left-hand corner “Sealed Bid – Runway 18R-36L Rehabilitation Project” with the opening time and date. Bidder must be an Alabama General Contractor licensed by the State Licensing Board for General Contractors for Alabama pursuant to Alabama Code Section 34-8-1, et seq. Only bids of such Contractors who are licensed prior to the date of bid opening will be considered. Bidder must place his/her current license number on the outside of his/her sealed bid or otherwise Bidder’s bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. Pre-qualification of bidders is not required.

The Runway 18R-36L Rehabilitation Project consists of:
- Mill and overlay of Runway 18R-36L
- Mill and overlay of portions of Taxiway Whiskeys 1-8
- Rehabilitation of Runway 18R-36L’s centerline and touchdown zone lighting
- Various other improvements
There will be a pre-bid conference held at 1:00 pm, May 26, 2020, in the Heritage Meeting Room, Second Floor of the Airport Terminal Building at the Huntsville International Airport, 1000 Glenn Hearn Boulevard, Huntsville Alabama 35824. Attendance at the meeting is highly recommended for all prime contractors and major sub-contractors.
Each bid shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total contract amount, as shown on the schedule of prices, which shall be made payable to Huntsville-Madison County Airport Authority and shall be subject to the conditions set forth in the bid documents. A performance bond in the amount of one hundred percent (100%) of the contract price and a labor and material payment bond in the amount of one hundred percent (100%) of the contract price will be required.
This project is anticipated to be financed through a grant from the Federal Aviation Administration (FAA) and will be subject to all requirements of the FAA as of the time the contract is awarded, including the federally required contract clauses to be made part of the contract documents for the Project. Contractors and subcontractors working on this Project will be required to use E-Verify to electronically verify the employment eligibility of their employees. Award is contingent upon the availability of Federal funds. This Project is also subject to compliance with the Alabama Immigration Act.
The Huntsville-Madison County Airport Authority reserves the right to waive any informalities, technicalities or irregularities in the bids received, to reject any or all bids, and to enter into negotiations with the lowest responsive bidder. Attention of bidders is particularly called to the requirements of the Federal Aviation Administration, which pertain to this project, and to the conditions of employment to be observed and minimum wage rates to be paid under the Contract. No bidder may withdraw his bid within 90 days after the actual date of bid opening.
