Request for Qualifications and Proposals for Quality Assurance Surveying and Materials Testing for the Runway 18R-36L Rehabilitation Project
The Huntsville-Madison County Airport Authority (“HMCAA”) is soliciting proposals, to include statements of qualifications, for Quality Assurance Surveying and Materials Testing services for the Runway 18R-36L Rehabilitation Project (the “Project”), which consists of (1) mill and overlay of Runway 18R-36L; (2) mill and overlay of portions of Taxiway Whiskeys 1-8; (3) rehabilitation of Runway 18R-36L’s centerline and touchdown zone lighting; and (4) various other improvements. A more detailed description of the Project as well as the complete Request for Qualifications and Proposals (“RFQ”) submittal package are available upon request by emailing Heath Black at email@example.com. The complete RFQ submittal package includes instructions for satisfactorily completing the package, the required formatting for the RFQ submittal, and forms to present past project experience and specify team members with anticipated involvement on the project. Additionally, a sample professional services agreement will be included for review. HMCAA may select one or more consultants to perform the services. Proposers may submit proposals for surveying services, materials testing services, or both. Proposals should clearly indicate whether the proposer is submitting for surveying services, materials testing services, or both.
These projects may be funded in part by the Federal Aviation Administration (“FAA”) Airport Improvement Program (“AIP”), the Federal Transit Administration (“FTA”), and/or Passenger Facility Charges (“PFCs”). The selected firm will be required to perform the RPR services in compliance with all Federal Aviation Administration (FAA) regulations that are applicable to an Airport Improvement Program (“AIP”), Federal Transit Administration (“FTA”) or Passenger Facility Charge (“PFC”) funded projects. All work will be subject to FAA/FTA approval. Selection of a consultant and any agreement or contract entered into will be in accordance with the provisions of FAA AC 150/5100-14E Change 1, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects.
The DBE Goal for these professional services is Zero Percent (0%). Therefore, ability to meet the DBE Goal is not one of the evaluation criteria.
HMCAA will not select a consultant to provide Quality Assurance Surveying and Materials Testing services on a project if that consultant has already been selected for design services on that project.
This is not a request for price proposals. Proposals containing pricing or fee information will be disqualified.
