Rules on Public Comments at Board Meetings

The Board will allow comments from the public on matters pertaining to the Port of Huntsville at meetings of the Board. Speakers who would like to make a public comment will be allowed to do so during the public comment portion of the meeting, which will take place before the Board considers resolutions.

Anyone wishing to make public comments shall register to speak prior to the meeting by sending an email to meetings@hsvairport.org with the speaker’s name, city of residence, and the subject of the public comments. Anyone wishing to make public comments may also register in person at the Port of Huntsville’s administrative offices during regular business hours.

When called upon by the Board Chairman, each speaker shall state their name and city of residence. Each speaker may address the Board for three (3) minutes. The Board Chairman shall keep time on each speaker.

Speakers will not be allowed to speak more than once during the public comment portion of the meeting, nor will speakers be allowed to give their surplus time to other speakers.

Speakers shall refrain from making comments regarding the good name and character of any individuals. Speakers shall not engage in dialogue with Board members or Port of Huntsville staff.

Disruptive behavior, including but not limited to the use of profanity, threats, or vulgar or threatening gestures, is not allowed. Speakers who engage in disruptive behavior may be removed from the meeting.

Records Requests

The Huntsville-Madison County Airport Authority has rules and regulations relating to records requests and will only respond to requests submitted by Alabama citizens in accordance with these rules and regulations.

First Amendment Activities

The Port of Huntsville is a non-public forum. In order to promote safety, enhance security, reduce the possibility of damage to Port property, enhance the orderly flow of traffic, reduce interference with users of the Port, and provide for efficient Port operations, the Board of Directors of the Huntsville-Madison County Airport Authority has adopted certain Rules and Regulations Regarding the Exercise of First Amendment Rights at the Port of Huntsville.

Filming for non-commercial purposes is allowed in publicly accessible areas of the terminal building and other Airport Authority-owned property, provided the filming does not obstruct or impede passengers or airport personnel. However, filming is not allowed in office areas with signs stating that no filming is allowed.

Filming for commercial purposes at the Port of Huntsville is not allowed without a written agreement with the Airport Authority. Persons or entities that wish to film for commercial purposes should contact the Public Relations Manager.
